Position Overview
PJAY Contract Solutions is seeking an experienced Proposal & Capture Manager to lead pursuit, development, and submission of federal, state, and local government proposals. This role is critical to identifying winnable opportunities and producing compliant, high-quality submissions.
Key Responsibilities
Identify and qualify opportunities through SAM.gov and agency portals
Lead capture planning, win strategy development, and PWin assessments
Analyze RFPs/RFQs/RFIs and develop compliance matrices
Manage proposal schedules, outlines, and cross-functional inputs
Ensure FAR, DFARS, and agency-specific compliance
Oversee proposal production and on-time submission
Qualifications
Bachelors Degree in relevant field
5+ years GovCon proposal or capture experience
Demonstrated proposal win history
Strong FAR-based acquisition knowledge
Excellent writing and project management skills
