Position Summary
The Proposal & Capture Manager is responsible for
leading the end-to-end capture and proposal development lifecycle for federal,
state, and local government contracting opportunities. This role ensures
proposals are compliant, compelling, and aligned with agency mission
objectives, while maximizing probability of win (PWIN).
Key Responsibilities
- Identify
and qualify government contracting opportunities via SAM.gov, agency
portals, and state/local systems
- Analyze
RFPs, RFQs, RFIs, and task orders for compliance and win strategy
- Develop
capture plans, proposal schedules, and compliance matrices
- Lead
technical, management, and past performance volume development
- Coordinate
internal teams, subcontractors, and subject matter experts
- Ensure
compliance with FAR, DFARS, and agency-specific requirements
- Manage
proposal submissions, revisions, and post-submission clarifications
- Conduct
proposal debriefs and lessons-learned reviews
Required Qualifications
- Bachelor's Degree in relevant field.
- 5–10
years of GovCon proposal and/or capture management experience
- Demonstrated
history of winning government contracts
- Strong
working knowledge of FAR-based acquisitions
- Experience
with small business set-aside programs
